USD/EUR: what has moved in recent months

Seen from Washington, the dollar weakened against the euro over the summer of 2026. The dollar index fell back to around 99.3–99.6, its lowest since May, after the 19 August announcement on long-dated debt buybacks. One dollar was worth 0.8587 euro on 27 August.

The US Treasury cut the dollar's engine

The Federal Reserve held its policy rate in the 3.50%–3.75% range on 29 July 2026, on a tight nine-to-three vote. US inflation eased to 3.4% in July, core inflation to 2.5%, and retail sales fell for the first time in nine months. On 19 August the Treasury announced it was doubling its long-dated debt buybacks, from 2 to at least 4 billion dollars per operation, from 9 September to 4 November: the 30-year yield fell back to 5.196% after a nineteen-year high of 5.33%, and the dollar retreated against all its major counterparts.

The ECB tightened in June, then waited

On 11 June 2026 the European Central Bank raised its deposit rate by 25 basis points to 2.25% — its first hike since 2023 — in response to an imported energy shock, taking the main refinancing rate to 2.40%. On 23 July it left all three rates unchanged without committing to a path. Euro area inflation came in at 2.9% in July after 2.8% in June, and August PMIs moved clearly back into expansion (composite at 52.1). Rate markets price a further hike on 10 September at roughly 80%.

What it means for you

USD/EUR: the Fed versus the ECB

The rate between the US dollar (USD) and the euro (EUR) derives from the EUR/USD pair, the most traded and most liquid currency pair in the world. Its dynamics are dictated by the relationship between two central banks : the US Federal Reserve (Fed) and the European Central Bank (ECB).

The dollar is the world's main reserve currency : a large part of international trade, commodities and foreign exchange reserves is denominated in USD. Its value against the euro reacts above all to interest-rate gaps between the Fed and the ECB : when the Fed raises its rates faster than the ECB, the dollar tends to appreciate ; conversely, a US easing cycle often benefits the euro.

Added to this are inflation and employment figures (including the monthly US jobs reports), the relative growth of the two zones and the global risk climate — in times of tension, the dollar plays its role as a safe-haven asset.
